Uncertainty/Reliability in Crash Frequency Estimates

Have any other users incorporated the uncertainty of crash frequency estimates (e.g. using the published dispersion factors and standard errors to obtain confidence intervals as per HSM Section 3A.2) in their safety analyses in order to highlight reliability of the estimates of various alternatives?

Also, has there been a process developed to combine the errors throughout each step of the process, e.g. combining errors of SPFs, CMFs, calibration factors, EB-method estimates, and of other factors if applicable?

Furthermore, has there been a process developed to combine the final means and errors if there are multiple SPFs that are applicable to a specific situation?
