Does Chapter 10 - Predictive Method for Rural Two-Lane, Two-Way Roads apply to unpaved roads? I'm unable to find clear direction whether the road must be paved or not. My assumption is that the research which formed predictive models was based on paved roads so unpaved roads would not be applicable. Can anyone confirm my assumption?

Chris,

Your assumption is correct. That is, "the research which formed the predictive models was based on paved roads so unpaved roads would not be applicable."

This question actually came up at the TRB Highway Safety Performance Committee 2011 Midyear Meeting on August 10. The model developer confirmed that no data from unpaved roads were used to develop any of the HSM predictive methods.

So, Part C is not intended for evaluation of unpaved roads.
