We have a project where we'd really like to use the HSM methods for an environmental needs assessment comparing alternative future improvements for a developing suburban corridor. Some of the alternatives would be new highway on new alignment, while other alternatives would involve widening existing, parallel highways to provide additional capacity. The existing highways to be widened have a varying density of intersections, driveways, roadside hazards, etc. This project seemed perfect for application of the HSM until we discovered the limitation to 5-lane roads and narrower. Alas, we have a number of 6-lane roads both existing and proposed, so there would be too many holes in the study to make a good comparison if we only applied the HSM methods for 2- and 4-lane roads while only saying something generic and qualitative for the 6-lane roads. It would be an apples-to-oranges comparison.

I've read that NCHRP 17-58 will be developing these methods, but in the interim, this project doesn't have that long to wait and has a need to differentiate the alternatives in terms of future safety beyond the merely anecdotal measures or based on the traditional analysis of past crash history and past crash rates. Is anyone familiar with innovative approaches that have been taken for other projects that ran into a similar constraint? We're thinking of somehow fashioning some pseudo-metrics based on conflict points, number of lanes, number of intersections, etc. but I'm hesitant to fashion a metric that isn't really based on at least some research.
